How it works
On adding a new work address in a different state or recruiting a new employee who has been allocated a work address in that state, you can access registration support within Niural.
The pricing is subject to change based on the state.
Here's an overview of the procedure:
1. Provide essential business details.
2. Niural and Middesk will verify the accuracy of the information.
3. Registration applications are normally sent within 3-5 business days.
4. Look out for registration details from Middesk in the mail.
5. Middesk can guide you through entering any data they don't handle on your behalf through Niural.
Initiate the state tax registration process
Sign in to Niural as an employer.
Navigate to the Company tab under Company.
Select Jobs and Pay.
Under “Texas Tax Setup”, click Let Niural register for you.
Note: Niural can only register for you if you don't yet have a state account already.
Enter company information on Middesk.
Once you submit your order, we will send you email updates regarding the status. The total cost of your order will be added to your upcoming monthly invoice.
Check the status of your order
Once your order is finalized, you will receive emails from both Niural and Middesk. These emails will outline the subsequent actions, including:
1. Reviewing registration information.
2. Any additional state-specific instructions.
Before your order is finalized, you can use the link provided in the state registration confirmation email from Niural to track the progress of your order.
Cancel your order
If an order is already completed, you'll need to contact Middesk to cancel.
If an order is in progress you can email us at support@niural.com.
You'll be refunded, but it can take a few business days to process.
Running payroll in Niural before you are liable for SUI
If you need to run payroll without meeting the wage requirement, Niural allows it. However, we recommend adding the "New employer SUI tax rate" for Texas for the time being.
You can find new employer rates for each state in this article, along with instructions on updating the rate once you become liable and receive your company-specific agency rate.
Register with the TX Workforce Commission (TWC) as soon as you become liable.
Eventually, Niural will need your unemployment account number (required for tax filing and payment) and your company-specific unemployment tax rate assigned by the agency.
Register for unemployment tax with the TX Workforce Commission (TWC)
Prior to registering, please ensure you have the following information ready:
1. Business contact's email address.
2. The current mailing address in the United States for the registering entity.
3. Trade name and physical addresses for all business locations in Texas.
4. Social security numbers and residence addresses of owners, partners, or officers.
5. If the business was acquired from a previous owner, you'll need the name and address of the previous owner.
6. Payroll details, including the business's initial employee hire date, the date of the first wage payment, and total quarterly wage payments for all locations.
7. Knowledge of the principal activities or products of the business.
How to register from the TWC website
To register, visit the TWC website and answer a few basic questions about your company, including:
1. Company location
2. Federal EIN
3. Secretary of State ID
4. Key dates related to your company's operations
Upon registration, you'll instantly receive your TWC Tax Account Number, which follows the format: ##-######-#. The first two digits will be in the range of 00 to 20. Political subdivisions and reimbursing employers (typically non-profit organizations) receive an account number starting with 99.
You'll also receive your Effective UI Tax Rate. When inputting this into your Niural account, make sure to include all five component rates:
1. General Tax Rate (GTR)
2. Replenishment Tax Rate (RTR)
3. Obligation Assessment Rate (OA)
4. Deficit Tax Rate (DTR)
5. Employment and Training Investment Assessment (ETIA)

Enter the tax account information in Niural
You can add your tax account information on Niural once a valid Texas work address has been added in for one or more employee(s),:
- Click the Company details section and select Tax setup.
- Scroll to the "Texas Tax Setup" headline and click on Edit.
- To enter your unemployment account number and agency-assigned unemployment rate, which typically requires annual updates, follow these guidelines:
1. Your TWC unemployment account number should have the format: ##-######-#, with the first two digits falling within the range of 00 to 20. Political subdivisions and reimbursing employers, often non-profit businesses, receive an account number beginning with 99.
2. If you need to update your account number, please reach out to us through the Support section of your account. Be aware that there may be tax implications if taxes have already been paid or filed under an incorrect account number.
3. When entering the unemployment rate in Niural, make sure to include all five component rates:
- General Tax Rate (GTR)
- Replenishment Tax Rate (RTR)
- Obligation Assessment Rate (OA)
- Deficit Tax Rate (DTR)

Correcting common errors and issues with unemployment account numbers
Employers occasionally input an incorrect unemployment account number in Niural. Here are some account numbers that should not be used as the TWC Unemployment account number:
1. Federal employer identification number (FEIN) issued by the IRS.
2. Unemployment tax account number from a different state.
3. Texas Secretary of State or other state jurisdiction filing number or charter number.
4. Texas Comptroller of Public Accounts tax ID (e.g., franchise tax, sales and use tax, etc.).
5. The prior Professional Employer Organization (PEO)'s TWC UI Tax Account Number.
When an employer leaves a PEO and resumes employing their own staff, they must do the following:
- Reopen their formerly closed TWC account number if they were with the PEO for less than 3 years.
- Register for a new TWC UI tax account number if they were with the PEO for more than 3 years or if they had not previously registered as an employer.
In the case of an "errored" or duplicate UI Tax Account Number created by the TWC in error, a notification letter is sent to the employer's address of record. This letter includes:
- The correct, active UI Tax Account Number to replace the errored one.
- The correct, active Employer Identification Number (EID) to replace the duplicate EID
- An errored account cannot be reactivated.
If you have a TWC non-liable UI Tax Account Number, which is issued when you set up an account before meeting the liability limit, a notification letter will be sent to your address of record when you pay wages that meet the liability requirement, prompting you to register for a new UI Tax Account.
Third-party access (TPA)—authorize Niural in your TWC account
Step 1: Grant Niural Access to Your TWC Account
Providing Niural with access enables us to continuously update your Texas tax information automatically. This ensures accurate payments and helps prevent tax notices, penalties, and interest.
Please note that you must have an account administrator listed with the TWC to grant Niural access.
Here are the steps to grant Niural access to your TWC Unemployment Tax Services account:
1. Sign in to your TWC Unemployment Tax Services account.
2. In the "Quick Links" menu, choose "My Employers."
3. In the "Action" column of the table, select your company's tax account.
4. Go to the User Admin tab.
5. In the "Quick Links" menu, select "Applicant List."
6. In the "Action" column of the table, select "Review."
7. On the "Review Applicant" page, you'll find Niural's information—select "Approve."

Authorizing Niural as your payroll representative enables us to manage your taxes with the agency on your behalf. Please ensure that you have an account administrator listed with the TWC to complete this authorization.
Follow these steps:
1. Sign in to your TWC Unemployment Tax Services account.
2. Go to the Account Info tab.
3. In the "Quick Links" menu, choose "Third Party Authorization."
4. Review and update your account details as required.
5. Review the "Electronic Record" and "Signature Disclosure agreement," and then select "Continue."
6. Use DocuSign to sign Form C-42. Enter the following information in the "Grantee" section:

7. Select "Grant Written Authorization," and then choose "Finish."
Find your unemployment account number and rate
If you've already registered with the TWC, you can find your unemployment account number and rate by:
- Signing in to your TWC account.
- Reviewing notices mailed to you by the TWC.
- Calling the TWC at (512) 463-2699.
- Emailing the TWC at tax.statussection@twc.state.tx.us.
If you are a new employer in the state and have not yet paid $1500 in wages in a quarter, you may not be eligible to receive an unemployment account number. In the meantime, enter the Texas-specific new employer rate provided in this article into your Niural account. Once you meet the payment threshold, promptly register to obtain your account number.
