How it works
On adding a new work address in a different state or recruiting a new employee who has been allocated a work address in that state, you can access registration support within Niural.
The pricing is subject to change based on the state.
Here's an overview of the procedure:
1. Provide essential business details.
2. Niural and Middesk will verify the accuracy of the information.
3. Registration applications are normally sent within 3-5 business days.
4. Look out for registration details from Middesk in the mail.
5. Middesk can guide you through entering any data they don't handle on your behalf through Niural.
Initiate the state tax registration process
- Sign in to Niural as an employer.
- Navigate to the Company tab under Company.
- Select Tax Setup.
- Under “Delaware Tax Setup”, click Let Niural register for you.
Note: Niural can only register for you if you don't yet have a state account already.
- Enter company information on Middesk.
- Once you submit your order, we will send you email updates regarding the status. The total cost of your order will be added to your upcoming monthly invoice.
- Check the status of your order
- Once your order is finalized, you will receive emails from both Niural and Middesk. These emails will outline the subsequent actions, including:
1. Reviewing registration information.
2. Any additional state-specific instructions.
Before your order is finalized, you can use the link provided in the state registration confirmation email from Niural to track the progress of your order.
Cancel your order
If an order is already completed, you'll need to contact Middesk to cancel.
If an order is in progress you can email us at support@niural.com.
You'll be refunded, but it can take a few business days to process.
Register with DE agencies on your own—income, unemployment, and local taxes
Tax agencies in Delaware
- Delaware Division of Revenue – for income tax withholding
- Delaware Department of Labor – for unemployment tax
- Wilmington Account Number (where applicable) –for local taxes
Withholding (income tax) and unemployment tax registration
On completing the registration process, you will be provided with your withholding account number, UC Employer account number, and unemployment tax rate.
- To register, go through the registration process with the Delaware Division of Revenue. Most businesses have the option to complete their registration online, with the exception of construction companies. You can find special registration requirements for construction companies below.
- To initiate the registration process, simply scroll down the page and click on the "Get Started" button located next to the "Registration" icon.
- For additional details about the registration procedure, refer to the "Opening a Business in Delaware" resource.

- In case you do not receive an account number or are unsure about your agency-assigned unemployment tax rate, please reach out to the agency at (302) 761-8484.
If you have not yet received your assigned rate, you can temporarily enter the new employer rate for your state in Niural, and remember to update the rate once it becomes available.
Special registration requirements - Construction companies
- Construction firms are required to follow a manual registration process and submit evidence of Workmen's Compensation insurance. You can find the necessary PDF form here.
- To ensure compliance, please fill out both Part A and Part B of the form, which is obligatory for all companies responsible for income tax withholding on behalf of their employees. Additionally, Page 9 must be completed, and the supplementary information specified on Page 10 should be provided.

Enter the tax account information in Niural
Once a valid Delaware work address has been added for one or more employee(s), you can add your tax account information:
- Click on the Company Details section and select Tax setup.
- Click Edit on the “Delaware Tax Setup” section.

Tax Registration for the City of Wilmington
Businesses that operate within the City of Wilmington or have employees residing or working in Wilmington are required to obtain a Wilmington Account Number for the purpose of filing the City's Earned Income Tax and Head Tax.
New employers establishing themselves in the City of Wilmington should register with the city by completing the provided form and sending it to the designated address. You will receive your account number as follows:
1. Within 5-10 business days when registering by mail.
2. On the same day if you choose to register in person.
If you already possess a Wilmington Account Number, please contact the agency at (302) 576-2415 to verify its accuracy.
For businesses with older 6-digit numbers, it is advisable to include two zeros at the beginning when entering the number in your Niural account.
Finding account numbers and rate info (for companies that are already registered)

To locate your withholding tax account number in Delaware, you have two options:
- Check any notices you may have received from the Delaware Division of Revenue, such as the Withholding Tax Return (Form W1).
- Alternatively, you can contact the agency directly by calling (302) 577-8779 to inquire about your withholding tax account number.
2. Unemployment tax account number and tax rate
To retrieve your unemployment tax account number and unemployment tax rate in Delaware, follow these steps:
Unemployment Tax Account Number:
- Review any notices you have received from the Department of Labor, such as the Quarterly Tax Report or Notice of Assessment Rate.
- Alternatively, you can contact the agency directly by calling (302) 761-8482 to obtain your unemployment tax account number.
Unemployment Tax Rate (Earned Rate):
- To find your DE Unemployment Insurance (UI) Earned Rate, check Form UC-12, which you will receive from the Delaware Department of Labor.
- If you haven't received your assigned rate yet, or if it's not available, you can temporarily enter the new employer rate for your state in Niural. Remember to update this rate in Niural as soon as you receive your official rate from the agency.

Entering the tax account information in Niural
