Before issuing payments to employees, ensure that you've completed the payroll registration process in the relevant state of their employment. This might take a few weeks, so beginning early is advisable to get the necessary tax account details for payment purposes.

How it works
On adding a new work address in a different state or recruiting a new employee who has been allocated a work address in that state, you can access registration support within Niural.
The pricing is subject to change based on the state.
Here's an overview of the procedure:
1. Provide essential business details.
2. Niural and Middesk will verify the accuracy of the information.
3. Registration applications are normally sent within 3-5 business days.
4. Look out for registration details from Middesk in the mail.
5. Middesk can guide you through entering any data they don't handle on your behalf through Niural.
Initiate the state tax registration process
- Sign in to Niural as an employer.
- Navigate to the Company tab under Company.
- Select Jobs and Pay.
- Under “Maine Tax Setup”, click Let Niural register for you.
Note: Niural can only register for you if you don't yet have a state account already.
- Enter company information on Middesk.
- Once you submit your order, we will send you email updates regarding the status. The total cost of your order will be added to your upcoming monthly invoice.
- Check the status of your order
- Once your order is finalized, you will receive emails from both Niural and Middesk. These emails will outline the subsequent actions, including:
1. Reviewing registration information.
2. Any additional state-specific instructions.
Before your order is finalized, you can use the link provided in the state registration confirmation email from Niural to track the progress of your order.
Cancel your order
If an order is already completed, you'll need to contact Middesk to cancel.
If an order is in progress you can email us at support@niural.com.
You'll be refunded, but it can take a few business days to process.
Income tax withholding
To register for income tax withholding in Maine, visit the Maine Revenue Services website. Once you complete the registration process, you will receive a confirmation letter with your Withholding Account Number in about 20 days. The last two digits of your number will usually be 00, unless the number has been reassigned.

Unemployment tax
Most companies must pay state unemployment taxes if they have at least one employee for any week in a calendar year or have a payroll totaling $1,500 in a calendar quarter. To find out if you are liable and to register online, visit the ReEmployME website. You will receive your Employer Account Number and unemployment tax rate within 5-7 days of registering.
Experience rate
When entering your unemployment insurance tax rate into Niural, please do not include the CSSF (Competitive Skills Scholarship Fund Program) or UPAF (Unemployment Program Administrative Fund) rates, as we will calculate those automatically.

Power of Attorney (POA) is recommended
You must authorize Niural to act as your Power of Attorney (POA) in Maine for unemployment tax matters so that we can file amendments on your behalf and assist you with tax-related issues.

Income tax withholding
Companies that have completed their registration with Maine Revenue Services (MRS) are assigned an 8-digit Maine Withholding Account ID (e.g., 1234-5678). You can locate your Account ID by:
- Reviewing the “New Registration” letter you initially received or;
- Reviewing the upper-right hand corner of any agency correspondence—look for your “Account ID”.
All registered employers can also view their Account ID by signing in to the new Maine Tax Portal. The portal was recently made available in December '22 for income tax withholding—registered employers were sent an invitation to the tax portal in November '22.
If you're unsure what your Account ID is, call the Withholding Tax Division at (207) 626-8475 or email them at "withholding.tax@maine.gov".
Unemployment Tax
If you've previously processed payroll in Maine, you can identify your Employer Account Number by referring to notices you've received from the Maine Department of Labor, Form ME UC-1, or by contacting the agency at (207) 621-5120.
Experience Rate
Your Maine Experience Rate appears on the Notice of Contribution Rate that you receive from the Maine Department of Labor.
When entering your rate in Niural, do not include the rates below:
- CSSF (Competitive Skills Scholarship Fund Program) rate or;
- UPAF (Unemployment Program Administrative Fund) rate.
Niural accounts for these automatically.

How to add Niural as your POA in Maine
Please download the Maine Power of Attorney form and follow the instructions provided below for completing it:
1. In the space following the text "KNOW ALL MEN BY THESE PRESENTS: That _," enter your legal business name, not your DBA (Doing Business As) name.
2. In the space following the text "Having its principal office at _," input the filing address for your business, rather than the mailing address.
3. In the space following "UI Account No. __," insert your Maine Employer Account Number. You can locate this number in Niural by navigating to Company Details, selecting Tax setup, scrolling to "Maine Tax Setup," and referencing your "Employer Account No."
4. In the space following "Federal ID No. __," enter your Federal Employer Identification Number (EIN).
5. In the field following "Telephone _____," provide your business telephone number.
6. In the section following "hereby constitutes and appoints___," enter the information for Niural as follows:
- (Designated authority): Niural Inc.
- (Designated authority mailing address): 1209 Lakeside Ranch Rd
- (City): Georgetown
- (State): TX
- (Zip Code): 78633
7. Under the section titled "Please check all that apply," select the following options:
- Filing of completed forms, including claims for refund or account adjustments, assessments, liability or status determinations, contribution rate and wage record reports.
- Payment of contributions and any penalties and interest assessed on the account.
- Obtaining and discussing all account information required and authorized by the Maine Employment Security Law.
8. You do not need to complete the section titled "Please confirm and provide the mailing address for Items 6 and/or 7 below."
9. Have your company's authorized signatory add their signature in the field following "IN WITNESS WHEREOF, the said _______."
10. Input today's date in the following field: "has caused this instrument to be duly attested by the signature of its duly qualified officer this (DD) day of (month), 20(YY)."
11. Add the signatory's printed name in the box labeled "Printed Name of Owner, Officer, or Member."
12. Include the signatory's title in the box labeled "Title."
13. Email the completed form to division.uctax@maine.gov, specifying that you are "requesting POA access for your payroll provider Niural," and CC compliance@niural.com.
