Prior to issuing payments to employees, ensure that you've completed the payroll registration process in the relevant state of their employment. This might take a few weeks, so beginning early is advisable to get the necessary tax account details for payment purposes.

How it works
On adding a new work address in a different state or recruiting a new employee who has been allocated a work address in that state, you can access registration support within Niural.
The pricing is subject to change based on the state.
Here's an overview of the procedure:
1. Provide essential business details.
2. Niural and Middesk will verify the accuracy of the information.
3. Registration applications are normally sent within 3-5 business days.
4. Look out for registration details from Middesk in the mail.
5. Middesk can guide you through entering any data they don't handle on your behalf through Niural.
Initiate the state tax registration process
- Sign in to Niural as an employer.
- Navigate to the Company tab under Company.
- Select Jobs and Pay.
- Under “[State name] Tax Setup”, click Let Niural register for you.
Note: Niural can only register for you if you don't yet have a state account already.
- Enter company information on Middesk.
- Once you submit your order, we will send you email updates regarding the status. The total cost of your order will be added to your upcoming monthly invoice.
- Check the status of your order
- Once your order is finalized, you will receive emails from both Niural and Middesk. These emails will outline the subsequent actions, including:
1. Reviewing registration information.
2. Any additional state-specific instructions.
Before your order is finalized, you can use the link provided in the state registration confirmation email from Niural to track the progress of your order.
Cancel your order
If an order is already completed, you'll need to contact Middesk to cancel.
If an order is in progress you can email us at support@niural.com.
You'll be refunded, but it can take a few business days to process.
Enter the tax account information in Niural
Once a valid [State name] work address has been added in Niural for one or more employee(s), you can add your tax account information:
1. Go to the Company details section in your Niural account.
2. Click on Jobs and Pay.
3. Select Edit on [State Name] Tax Setup.
4. Enter your rate name here.
If you don’t have your agency-assigned rate, use the current year's "New employer rate" from here.
Update your rate in Niural only if it differs from the current one.
Register with DC agencies on your own
Select the dropdown options below to discover the procedures for registering with state agencies and granting Niural the necessary Power of Attorney (POA) access required to file and process specific taxes on your behalf.

Withholding account registration—income tax
Register with the D.C Office of Tax and Revenue
Please be aware that the online registration process may take 1-2 days before you obtain your account number and tax deposit schedule. It's important to consider this timeframe when scheduling your initial Washington D.C. payroll.
- Start your registration online with the DC Office of Tax and Revenue.
- Scroll to the "Businesses" tile and click Register a New Business - Form FR-500—or, click here.
- Before completing the FR-500, please visit the Department of Consumer and Regulatory Affairs website to complete any licensing requirements.
- Make sure you have all of the information necessary to complete the registration—the agency itemizes this on this page.
- When you're ready to begin registration, scroll to the bottom of the page and click Next.
- Complete all remaining prompts.
After registering, if you're unsure of your account number or tax deposit schedule:
- Call the agency at (202) 759-1946 or;
- Send an email to the Office of Tax and Revenue's e-Services Unit (OTR) at e-Services.otr@dc.gov.

Once a valid Washington DC work address has been added in Niural for one or more employee(s), you can add your tax account information:
1. Go to the Company details section in your Niural account.
2. Click on Jobs and Pay.
3. Select Edit on Washington DC Tax Setup.
4. Enter your rate name here.
If you don’t have your agency-assigned rate, use the current year's "New employer rate" from here.
Update your rate in Niural only if it differs from the current one.
State unemployment insurance tax (SUI) registration
Register with the D.C. Department of Employment Services (DOES)
Once you've registered online, you should receive your unemployment account number and tax rate instantly.
- Begin your registration on the DC DOES employer registration portal.
- Important: Make sure your screen resolution is between 70-85% or you won't see the full screen and be able to proceed.
- Review the "What is needed to register" information.
- Scroll down, and click Next.
- Complete all remaining prompts.
After registration, if you're unsure of your unemployment account number or rate, call the agency at (202) 724-7000.

Washington D.C.'s Paid Family Leave benefits and the associated tax are applicable to nearly all private sector employers in the district, with only a few exceptions.
The funding for this tax is derived from a quarterly employer-only tax, amounting to 0.26% of employees' wages. These benefits are extended to eligible workers.
- The rate of 0.26% began July 1, 2022—the previous rate was 0.62%.
Niural supports Washington DC's paid family leave (PFL) tax in that we'll:
- Collect the employer contribution of 0.26% of DC employee's wages and;
- Reminder: The rate of 0.26% began July 1, 2022—the previous rate was 0.62%.
- Report and pay PFL taxes for all Washington DC employers.
There is no new account number for this program, the agency will use an employer's existing DC DOES account number (unemployment account number).

To enable Niural to assist in resolving tax-related matters, we request that you authorize Niural as your Power of Attorney (POA). Niural will serve as your designated POA, also referred to as a third-party agent (TPA), for the following agency:
- DC Department of Employment Services – unemployment tax
DC Department of Employment Services (DC DOES)—unemployment tax
To designate Niural as your Power of Attorney (POA) for this agency, you must submit a notarized form authorizing Niural as your payroll provider directly to the agency. To streamline this process, we'll prepare the required document for your electronic signature within Niural, after which we will submit the form on your behalf to the agency.
Add Niural as your Power of Attorney
This form will only populate once you’ve assigned a DC work address to your first DC employee.
- Have the company signatory sign in to their profile in Niural.
- Click the applicable DC to do item from your Home page.
- E-sign the auto-generated Form OUCTAX-1 in Niural.
- To view the form outside of Niural, click here.
We’ll submit this to the agency directly on your behalf.
Troubleshoot DC Department of Employment Services authorization issue
You may need to confirm that the information you've entered into Niural corresponds accurately with the data present in your DC DOES web portal:
- Official company name/address
- FEIN - Federal Employment Identification Number
- Unemployment Account Number
If Niural is still having trouble gaining access to your account, call the agency at (202) 724-7000 to determine what's blocking Niural's authorization.

If you've run payroll in Washington DC in the past, you can find your account number and tax deposit schedule by:
- Reviewing notices received from the DC Office of Tax and Revenue or;
- Calling the agency at (202) 759-1946.

Find your unemployment account number and rate
Unemployment account number
You can find your unemployment account number on the "Contribution Rate Note or Quarterly Contribution & Wage Report (Form DOES-UC30)" received from the Department of Employment Services.
Unemployment tax rate
Your DC UI Tax Rate can be found by:
- Reviewing the Rate Notice that you receive annually from the DC Department of Employment Services or;
- Calling the agency at (202) 698-7550.
Important: Do not include the Administrative Assessment, it’s a fixed rate, so we’ll include it automatically.

Paid Family Leave (PFL)
Paid Family Leave benefits and the associated tax in Washington D.C. are applicable to nearly all private sector employers within the district, with only a small number of exceptions.

- If you need to update your account number for any reason: contact us from the Help or Priority support section of your account—there may be tax implications if taxes have already been paid or filed to an incorrect account number.
- Enter your current assigned tax deposit schedule in Niural.
- Click edit to enter your unemployment account number and tax rate—do not include the Administrative Assessment, it’s a fixed rate, so we’ll include it automatically.
- If you need to update your account number: contact us from the Help or Priority support section of your account—there may be tax implications if taxes have already been paid or filed to an incorrect account number.
- Click Save.
