How it works
On adding a new work address in a different state and recruiting a new employee who has been allocated a work address in that state, you can access registration support within Niural.
The pricing is subject to change based on the state.
Here's an overview of the procedure:
1. Provide essential business details.
2. Niural and Middesk will verify the accuracy of the information.
3. Registration applications are normally sent within 3-5 business days.
4. Look out for registration details from Middesk in the mail.
5. Middesk can guide you through entering any data they don't handle on your behalf through Niural.
Initiate the state tax registration process
- Sign in to Niural as an employer.
- Navigate to the Company tab.
- Select Tax setup.
- Under “[State name] Tax Setup”, click Let Niural register for you.
Note: Niural can only register for you if you don't yet have a state account already.
- Enter company information on Middesk.
- Once you submit your order, we will send you email updates regarding the status. The total cost of your order will be added to your upcoming monthly invoice.
- Check the status of your order
- Once your order is finalized, you will receive emails from both Niural and Middesk. These emails will outline the subsequent actions, including:
1. Reviewing registration information.
2. Any additional state-specific instructions.
Before your order is finalized, you can use the link provided in the state registration confirmation email from Niural to track the progress of your order.
Cancel your order
If an order is already completed, you'll need to contact Middesk to cancel.
If an order is in progress you can email us at support@niural.com.
You'll be refunded, but it can take a few business days to process.
Enter the tax account information in Niural
Once a valid Pennsylvania work address has been added in Niural for one or more employee(s), you can add your tax account information:
1. Go to the Company details section in your Niural account.
2. Click on Jobs and Pay.
3. Select Edit on Pennsylvania Tax Setup.
4. Enter your withholding account number, unemployment account number, and unemployment rate.

Parkland school district local services tax (LST)
If you reside in the Parkland School District and are required to pay a local services tax (LST) to this agency, you will need to register your business. The townships in this county that are included in the Parkland School District area are North Whitehall, South Whitehall, and Upper Macungie.
1. New Employer Registration:

City of Philadelphia Tax
1. Register Online with the City of Philadelphia Tax Center:
Go to the City of Philadelphia tax center's website and complete the online registration process. This step is essential to obtain your tax account number.
Note that you should receive your 10-digit tax account number instantly after registering online.
2. Enter Tax Account Number in Niural:
In your Niural account, navigate to the "Taxes & compliance" section.
Enter the 10-digit tax account number that you received from the City of Philadelphia tax center.
Do not enter the 11-digit number that starts with '00-#########.'
City of Pittsburgh Tax
If you meet the following criteria, you should register your business with the City of Pittsburgh:
- No Pittsburgh City ID: If you do not have a Pittsburgh City ID for your business.
- Paying an Employee in Pittsburgh: If you will be paying an employee who will either be working in Pittsburgh or is a resident of Pittsburgh for the first time.
- To initiate the registration process, you should contact the City of Pittsburgh's tax department or revenue office. They will provide you with the necessary forms, instructions, and guidance on how to register your business for tax purposes in the city.
How to register
1. Contact for Registration Questions: If you have any questions regarding the registration process, you can contact the agency at (412) 255-2543 for assistance and clarification.
2. Registration Information on City's Website: Visit the City of Pittsburgh's website to learn more about the registration process and access any relevant resources or forms.
3. Completing Business Registration Form (Section 4): In "Section 4: City Tax Liabilities" of the Business Registration Form, make sure to check the boxes for the following tax liabilities:
- Payroll Expense Tax
- Local Services Tax
4. Receipt of Verification Letter and City ID:
After successfully registering, the Department of Finance will send you the following within 5-10 business days:
- A verification letter confirming your registration.
- A Pittsburgh City ID.
5. Entering Pittsburgh City ID in Niural:
Once you receive your Pittsburgh City ID, enter it in the "Taxes & Compliance" section of your Niural account. This will ensure that your tax filings are associated with the correct account.
6. Confirmation or Inquiries about City ID:
If you need to confirm your Pittsburgh City ID or have any related inquiries, contact the agency at (412) 255-2525. When reaching out, select option 2 from the phone tree and then option 2 again.
Earned Income Tax with Jordan Tax Service
You must also register for the Earned Income Tax through Jordan Tax Service.
After obtaining your account number (referred to as "EIN" or "Registration ID"), enter it in Niural's Jobs and Pay section.
City of Scranton Payroll Preparation Tax (PPT)
All individuals and businesses, including banks, schools, hospitals, nonprofits, and trade associations, with a physical presence like an office, factory, workshop, branch, or warehouse within Scranton, are mandated to register and pay the Scranton Payroll Preparation Tax.
This tax, effective since January 1, applies to businesses liable at the start of the year. For such businesses, first-quarter filings (Q1 2022) covering payrolls from January 1 through March 31, 2022, must be completed independently.
The 2022 withholding rate for businesses compensating workers for services within the City of Scranton is 0.2787%. Payroll expense encompasses all forms of compensation earned by employees or self-employed individuals, including salaries, wages, commissions, bonuses, net earnings, incentive payments, fees, tips, and other payments for services, regardless of being in cash or property.

Here’s what to do next:
Step one: Register for the Scranton Payroll Preparation Tax (PPT) with the Berkheimer tax agency (HAB)
- Navigate to the Jobs and Pay section under Company details
- Scroll to the “Pennsylvania Tax Setup” section and click on Edit.
- Select Yes, on the “Registered with HAB-PPT?” field.

You don’t have to enter a unique HAB-PPT number since we will use your Federal Employer Identification Number (FEIN) to pay the tax.
- To verify your HAB-PPT tax registration or obtain further registration guidance, reach out to the Berkheimer Tax Administrator at (610) 599-3140.
- Click Save.
3. If your company was liable in Q1, complete Q1 2022 filings and payments outside of Niural.
The tax became effective on January 1. If your company had tax liability at the beginning of the year, you are responsible for filing first quarter returns (Q1 2022) for payrolls covering January 1 through March 31, 2022, independently. Here's what you need to do:
- After registering with the agency, complete the Payroll Preparation Tax Form for Q1 2022.
- Make checks payable to: HAB-PPT.
- Send the completed form and the check directly to the agency at the following address:

Other Pennsylvania local taxes
To identify the locations where you must pay taxes and complete registration as a new employer, follow these steps:
- Visit the provided website.
- Enter both the home and work addresses of an employee.
- Click on the "View Information" button.
The website will display the relevant and applicable taxes along with tax collector information presented in yellow boxes. This includes contact details such as phone numbers, fax numbers, and collector websites that you can use to get in touch with them for the purpose of registering with their office.
Enter the tax account information in Niural
Once a valid local address Pennsylvania has been added in Niural for one or more employee(s), you can add your tax account information:
- Click the Jobs and Pay under Pennsylvania Tax Setup.
- Click on Edit.
- Enter the applicable account number.
Third Party Authorization (TPA)
You need third-party authorization (TPA) for the Pennsylvania Department of Revenue (DOR) for amended returns related to withholding tax, and for the Pennsylvania UC Fund for all payments and filings concerning unemployment tax.
Pennsylvania Department of Revenue—withholding tax
Amending tax returns may require a different process than filing the original returns. For this agency, Niural needs third-party access to your online myPATH account to submit amendments or assist with tax problems. We'll attempt to access your account using your Niural account information. If we can't gain access, we'll ask the state to send a myPATH Access Letter to your business address. Once you receive it, please email the Letter ID to support@niural.com.
Tax accounts with “Primary Administrators”
If the agency designates a "Primary Administrator" for the tax account, the owner may be required to authorize Niural's access. Here's how Primary Administrators can grant Niural access:
- Sign in to your myPATH account.
- Navigate to the Action Center tab.
- Click on the Manage Access link.
- Under access-level, choose "File Returns & Make Payments."
- Ensure that Niural has the following access:
- For the 'Employer Withholding Tax (W-3)' account: Grant Niural rights to file returns and make payments.
- For the 'Employer Annual Reconciliation (REV-1667)' account: Provide Niural with file-return access.
- Select the "Grant" option to approve access.
- Click "Submit."

Pennsylvania UC Fund—unemployment tax
This step is required for all clients, since it gives Niural the permission to file and pay taxes on your behalf.
- Visit the PA UC Management System and login using the green box on the right side of the screen.
- Go to your Employer Profile.
- Select Manage Representatives.
- This page should display TPA/representative information.
- Select Add New Representative to add Niural:
- Enter Niural's identifier: 2272162774
- Add today's date as the effective date.
- Assign the following Service Function: File Quarterly Reports & Adjustments.
- Click Submit, and then click Ok.
- You'll be taken to the “Manage Representative” page.

Repeat the assigning of a service function two more times, giving Niural the additional service functions of:
- Contributions Rate Information
- Delinquency Account Discrepancies
Once all three service functions have been assigned, Niural will handle the remaining steps needed to finalize the access request.

Find account numbers and rate info (if you're already registered)
To pay employees through Niural, enter your tax account details if you're already registered in the state. Niural can handle tax filings and payments on your behalf, but you must be registered with:
- Pennsylvania Department of Revenue (DOR) for withholding tax
- Pennsylvania Unemployment Contribution (UC) Fund for unemployment tax
- Various local agencies for local taxes
To find your tax account information:
For Withholding Tax (DOR), check your coupons or contact (717) 787-1064.
For Unemployment Account Number and Tax Rate (UC Account), review provided documents or call (866) 403-6163.
Note: Your withholding account number is different from your Employer Identification Number (EIN) or Revenue ID Number. If you don't have a specific unemployment rate yet, find new employer rates in another article and learn how to update your rate once assigned.
